Improving language learning is a key priority for Curriculum for Excellence (CfE). Through changes in learning and teaching and support for leadership, CfE will bring new and exciting opportunities to make languages education stimulating and exciting for all pupils.

Language learning includes listening and talking, reading and writing in literacy and English and modern languages, plus classical languages and literacy and Gàidhlig/Gaelic learners.

The Scottish Government has a key commitment to introduce a norm for language learning based on the EU 1 + 2 model, whereby every child will be able to learn two languages in addition to their own mother tongue. This will be rolled out over two Parliaments.  The commitment aims to develop the teaching of languages within CfE, improve learners’ engagement with and achievement in languages, and to develop public understanding and awareness of languages.

Scottish Ministers have welcomed the headline recommendation in the report, Language Learning in Scotland: A 1+2 Approach, published in May, which calls for an earlier start to learning another language from Primary 1.  Scottish Government will work with local authorities and schools to take forward the report’s recommendations.
